Azov district was founded in 1924. It is situated in the south-west part of Rostov region, at the Don basin, and comprises 18 rural settlements, 99 towns .
District’s total area is 286,2 thousand ha, including 243,4 thousand ha- agricultural lands.
The population (according to the recent census) - 92,6 thousand people.
Azov district is located in the south-west of Rostov region at the Don basin. The north-west part of the district is washed by the Taganrog gulf of the Azov Sea. The beneficial geographical position of the district is first and foremost related to its proximity to the largest cities of the region. In the north it borders on Neklinovskiy , Myasnikoskiy districts and the city Rostov-on-Don, in the east- Bataisk and Kagalnitskiy district, in the south and west- Krasnodar region. The distance from the administrative center
of the district -Azov town- to Rostov-on-Don is 25 km, to Taganrog-92 km. Bataisk is 28 km from Azov, Novocherkassk- 66 km. The distance from Azov to Krasnodar is 257 km, to Volgograd- 500 km, to Moscow- 1115 km. District’s total area is 2863 km2.
Azov district is one of the most uncommon municipalities which occupies the territory located on two continents. The river Don divides it into the “European” and “Asian” parts. From the ancient times the territory of Priazov was attractive to nomadic people: Kimmers,Scythians, Savromats, Meots…In the XI century the Great Silk Way started in this particular place, leading to China. From the XIII till the XV centuries this area was governed by tatars of the Golden Horde. At the end of the XVII century the Azov land became famous for Peter the Great’s campaigns and the appearance of the Russian Navy. In 1780-1830 the majority of villages and khutors which exist nowadays appeared. Since 1888 this area was a part of Rostov region of the Don Army. Currently Azov district is one of the municipalities of Rostov region.
Azov district can be characterized as a territory which is normally spoken about as follows: ”history is everywhere here”. Household articles dating back from the epoch of eneolith were found on its territory. The Iron Age is represented by unique finds near stanitsa Elizavetinskaya, where at present a magnificent memorial of the antiquity – the Elizavetovskoy site of ancient settlement- is situated. Some exhibits found on the territory of Azov district are kept in Azov Museum of Regional Studies. Its paleontologic collection involves 2739 items. The central place in the display occupies a skeleton of a trogonteriy elephant- Mammuthus trogonterii (199 bones), found in Kagalnik sand-pit. It dates back from around 600 thousand years.
The basic industry of district’s economy is agriculture. Azov district is one of the largest agricultural producers in the region.
According to the recent statistics, Azov district ranks the 1st place in terms of agricultural crops output per 100 ha of agricultural lands.
In 2010 the agricultural crops output was to the sum of 8,0 billion rubles.
The gross yield of grain in 2010 was 353,3 thousand tons, with the average crop capacity-39,0 centner/ha, sunflower yield – 47,3 thousand tons, with the average crop capacity-11,8 centner/ha.
In 2010 vegetable crop capacity was 103,7 thousand tons, 33,2 thousand tons of potato, 148,7 thousand tons of sugar-beet.
The meat output in all categories of farms was 14,0 thousand tons or 81,4% compared to the analogous period of the previous year, milk output was 44,7 thousand tons, - 94,9%, eggs output -55 mln pieces – 108,0% in 2010.
In 2010 the agricultural producers purchased 100 units of machinery to the sum of 278,9 mln rubles.
In 2010 the main characteristic of the industrial enterprises performance- the industrial output index of the available enterprises- was 104,4%.
Compared to the figure in 2009 the dispatched goods output among large and medium enterprises was 187,8 % or 1,8 bln rubles. The district has witnessed a substantial increase in the output in three basic spheres of the economic activities:
- natural gas extraction- 150,5%;
- processing industry- 195,1%;
- gas and water production and distribution- 141,9%.
- “Coca-Cola HBC Eurasia” Ltd, a company specializing in soft drinks manufacturing, adds to a significant volume increase.
The basis for further development of Azov district economy is investment encouragement.
20 investment projects to the total sum of over 40 billion rubles are currently
being implemented on the territory of Azov district. First of all these are the investors of Novoaleksandrovskaya territory of intensive economic development.
So the largest in Russia works specializing in soft drinks manufacturing “Coca –Cola HBC Eurasia” Ltd. has been put into operation.
An American company “Ball Corporation” is implementing a construction project of the first plant in Russia aimed at aluminium cans manufacturing.
“Unimilk” company is involved in a project devoted to the construction of the group of enterprises specializing in a wide range of milk and tinned food products including children’s milk products.
“The group of Rostov enterprises specializing in champagne manufacturing” plans to construct a new plant.
The group of companies “Regata” is developing a project dealing with the construction of a production and logistics complex.
OJSC“Aston” aims to build an enterprise manufacturing starch products and glucose-fructose syrups.
“Contur Global” develops a project aimed at the production of an equipment generating steam, hot water, cold air and energy for the residents of the Novoaleksandrovskaya territory of the intens
ive economic development.
On the territory of Obilnenskoye rural settlement the construction of a plant dealing with in-depth processing of wheat is being carried out. The capacity of the plant is 6,0 thousand tons a month (the amount of investment- 2,8 billion rubles). A plant aimed at the production of dry building mixtures with the amount of investment -320 mln rubles is planned to be constructed.
The building of carthodrom ”LEMAR” which will have the route of the European standard to arrange carting competitions. The project value- 150 mln rubles.
The area along the federal motorway M-4 ”Don” is planned to be opened up so as to develop road-transport infrastructure and logistics.
The advantageous geographical position of Azov district creates optimum conditions for development of the port-industrial zone, where the company “Donterminal” has already become a resident with a railway-water staging post for oil products. The prospect of the port-industrial zone development is related to the construction of an export sea terminal of liquefied hydro carbon gases which is to be implemented by CJSC“Azovtransit”. The investment amount is about 8 billion rubles.
Residential housing construction
Residential housing construction is carried out successfully in the district. The construction volumes have become 3,2 times as much over the last 10 years. In 2010 this figure was 47,8 thousand sq.m.(103,2% compared to 2009)
Housing construction comprises both residential housing construction and elite detached houses construction.
Currently the construction of a settlement“Belovodye”(a housing complex involving 850 low-rise residential houses of a farmstead type) with a developed engineering and social infrastructure is being carried out on the territory of Elizavetinskoye rural settlement. The project’s value is 7 billion rubles.
The implementation of the program “The social development of a village” in Azov district has resulted as follows: 8 families have obtained budget subsidies to the sum of 3,75 mln.rubles.
Small and medium-sized enterprises
Small and medium-sized enterprises are developing successfully in the district. 484 retail trade enterprises operate in the district. 14 fairs and 3 retail trade markets can be found in the district, besides 15 new trade outlets appeared.
Retail trade turnover in 2010 was 3 bln 860 mln rubles. The physical volume index amounted 13,8 %. 118 public catering enterprises operate in the district. Public catering turnover in 2010 was 232,9 mln rubles, physical volume index- 101,8%.
160 enterprises provide household services for the population.
The district’s administration implements the policy concerning small–sized enterprises. The main aim of the policy is to create conditions for its stable development. In particular the administration carries out measures to overcome administrative barriers, to lower the financial burden and to develop financial and credit relations. 5,9 mln rubles from the budget were given to support the start-up businesses. 69 business projects were rendered financial help, over 100 jobs were created in the district.
Great attention is paid to the development of communal and engineering infrastructure facilities in the district.

In 2010 3445 children attended supplementary educational establishments.
A great deal has been done to cultivate patriotic feelings in younger generations. A military-sports activity called “Zarnitsa” is arranged annually in the Aleksandrovsky forest.
Healthcare network in Azov district involves 2 district hospitals, 4 divisional hospitals, 8 out-patients’ clinics, 49 medical attendant and midwife stations. Azov district shows best results while implementing the national project “Healthcare” for over 3 years, the pilot project “The administrative regulations of healthcare” is being carried out in the district as well.

members of the Russian Federation combined teams in particular sports. In 2010 two sportsmen living in Azov district were awarded the title “Master of Sports of Russia”, besides five “candidates for the master of sports” were trained.
In 2010 the district’s team gained the second place at the regional football competitions “Kolosok” for the prize of the Governor of Rostov region. The event traditionally takes place in Azov district on the Pavlo-Ochakovskaya spit.
Natural conditions and resources, tourism.
The district is rich in diverse natural resources. However, not all deposits discovered in the district are active. For example, there is a major oil and gas field to the north of the khutor Obuhovka. The greater part of it is situated in the neighbouring Myasnikovsky district. The field is regarded as a promising one but it needs considerable sums of money for development. Quite a lot of solid shell rock can be fo
und on the right coast of the Taganrog gulf , this mineral perfectly fits to form roads in villages and khutors of the Don basin. The main wealth of the district is active sand deposits near villages Kagalnik, Kuleshovka, Samarskoye, Pavlovka, Novomargaritovo and Port-Katon. In addition, there are also clay, marl, hydrogen sulphide mud deposits in the district.
Azov district’s area is a combination of various landscapes: a south-Russian steppe, seaside areas, protected territories of the
Don basin. From tourism development viewpoint the coast of the Taganrog gulf and the Don basin are quite attractive territories
The north-west territory of the district is washed by the Taganrog gulf of the Azov Sea. The southern coast of the gulf, stretching from the village Kagalnik to the village Port-Katon is a promising territory to develop recreation in the district, and the ideal places for beach rest are Pavlo-Ochakovskaya and Chumburskaya spits.The duration of
the bathing period on the Azov seaside is 120-140 days. The most favourable months for bathing are July and August when water temperature is above 22 ?C. Temperate climate, sea ionized air combined with steppe motley grass serve as a natural inhalation.
The area of Elizavetinskoye rural settlement is regarded as a perfect place to develop informative, ecological, rural and events tourism.
The territory has the right combination of natural and climatic conditions as well as recreational opportunities for a good rest and thalasso
therapy. The district is rich in natural resources. There is a zone “The Don’s basin” of the regional natural reserve “Donskoy” in the district. The basin’s fauna numbers 1095 species, the flora- 823 species. One can find the Alexandrovsky forest, which was planted in 1884 (on the territory of the former ataman forestry).
The area of the southern coast of the Azov Sea and the Don’s basin has a great health-resort, ethnographical, historical, cultural, recreational potential and is attractive to tourists.
Tourism is one of the promising directions of the development in Azov district. Recreation resources of the Taganrog gulf have a great medicinal-sanitary value, while the historical and cultural potential of Elizavetinskoye rural settlement combined with the available natural conditions are widely used to attract tourists and to boost the investment attractiveness of the region.
